In 2024 alone, Central Indiana generated 40,775 new business applications. But 75–80% of those businesses earn under $250,000 a year. They are too small for most programs, too large to be ignored, and too often invisible to the institutions building the region’s economic future. They do not have HR departments, CFOs, or corporate procurement teams.

Indy Biz Pass is InnoPower’s ecosystem infrastructure platform for small businesses in Indianapolis. It is not a single program — it is the connective tissue of the entire ecosystem. Through Indy Biz Pass, small business owners can find and access the resources they need—capital, coaching, contracts, and community—on a single platform, rather than navigating dozens of disconnected organizations on their own. Service providers, business support organizations, lenders, and coaching programs can register, connect, and refer businesses to each other through the same system.
This is how ecosystems stop being fragmented. When a banker, a coach, and a procurement officer all use the same platform, the entrepreneur in the middle stops falling through the cracks.

Geographic accessibility ensures that entrepreneurs from the Far Eastside to Near West Side to Downtown all have an entry point close to where they live and work.
The Innovation Arc operates in partnership with the Indianapolis Chamber of Commerce — connecting neighborhood-level small business development directly to the institutions that hold the corporate contracts, policy access, and capital relationships that determine who participates in Indianapolis’s economic growth.
