Indianapolis has 155,000–185,000 sole proprietors in the metro area. Indiana’s statewide counts 480,921 representing 81.3% of all small businesses. In 2024 alone, Central Indiana generated 40,775 new business applications. But 75–80% of those businesses earn under $250,000 a year. They are too small for most programs, too large to be ignored, and too often invisible to the institutions building the region’s economic future. They do not have HR departments, CFOs, or corporate procurement teams.

With $28.7 billion in corporate investment flowing into Central Indiana right now—Eli Lilly’s LEAP district, Indiana University Health’s $4.3 billion medical campus, Meta, AWS, and Elanco. Indy Biz Pass is InnoPower’s ecosystem infrastructure platform for small businesses in Indianapolis. It is not a single program — it is the connective tissue of the entire ecosystem. Through Indy Biz Pass, small business owners can find and access the resources they need—capital, coaching, contracts, and community—on a single platform, rather than navigating dozens of disconnected organizations on their own. Service providers, business support organizations, lenders, and coaching programs can register, connect, and refer businesses to each other through the same system.
This is how ecosystems stop being fragmented. When a banker, a coach, and a procurement officer all use the same platform, the entrepreneur in the middle stops falling through the cracks.

Every entrepreneur in the Innovation Arc moves through a structured progression—from coworking access and digital tools to capacity-building workshops and mentorship to Chamber introduction and procurement readiness to full Chamber membership and corporate contract access. Geographic accessibility ensures that entrepreneurs from the Far Eastside to Near West Side to Downtown all have an entry point close to where they live and work.
The Innovation Arc operates in partnership with the Indianapolis Chamber of Commerce — connecting neighborhood-level small business development directly to the institutions that hold the corporate contracts, policy access, and capital relationships that determine who participates in Indianapolis’s economic growth.

Generative AI reached 40% of working-age adults in just two years. For communities that missed the PC revolution, the internet economy, and the smartphone era, AI is arriving at the same time as Silicon Valley. For the first time, we are not behind. We are present.
Hoosier AI 1000 trained over 1,000 Indianapolis residents in AI skills, through a 12-hour master trainer model that goes directly into the communities where entrepreneurs live and work. The results changed what we thought was possible.
